Lease-Leaseback Outreach Program

Welcome to our Lease-Leaseback program landing page.

“Lease-Leaseback” (LLB) is an alternative construction procurement delivery method with several advantages; it streamlines complex construction projects and frees up funding. San Diego Unified has operated a LLB program since 2018, breaking ground on over 45 school site modernization projects ranging from $6M-$120M with many more planned ahead. The LLB program has the most lucrative opportunities for small and diverse businesses. Since 2018, San Diego Unified has spent over $1.3 Billion with XBEs (diverse small business enterprises)!

The LLB Program has participation goals for: Disabled-Veteran owned Businesses (DVB), Minority-owned Business Enterprises (MBE), Woman-owned Business Enterprises (WBE), and Small Business Enterprises (SBE). Interested in becoming a vendor on the LLB Program?

The most important step is to register as a vendor on the District’s PlanetBids vendor portal. Registering on PlanetBids ensures you are notified when relevant bidding opportunities are released.

Contractor Prequalification. All CSLB licensed subcontractors are required to be prequalified with San Diego Unified School District to bid and work on LLB projects. Go to the Contractor Prequalification webpage for more information. Email [email protected] with any questions. Please note, San Diego Unified prequalification is in addition to any prequalification requirements the project Prime contractors may also have.

To become a LLB Prime contact both Ashley Mains and Sidney Hucklebridge for more information: [email protected], and [email protected]. Prior K-14 General Contractor experience is required and prior LLB experience is preferred. Solicitations are released every 2-3 years.

*Paradise Hills ES WSM, Baker ES WSM, and Fulton K-8 WSM are being bid as 100% Construction GMPs. Multiple Primes will be submitting bids for the construction phase of this project. Subcontractors and suppliers should review the site attendees lists on PlanetBids when available to see which Primes are bidding.
